What changed
Ten firm-level policy categories are inherited by this mandate, expressed as 28 testable rules.
Why it matters
Firm policy is the default; a mandate may tighten a rule but never loosen one without a documented waiver.
Watch / decide
Two inherited rules are in soft breach on this mandate: the technology sector cap and the digital-asset ceiling.

How firm policy and mandate terms interact
Inheritance Rule
- A mandate inherits every firm rule. It may tighten a threshold at any time without a waiver.
- Loosening an inherited threshold requires a written, time-boxed waiver ratified by the Investment Committee.
- A breach stands until the exposure returns inside the limit or a waiver is ratified. Silence does not clear it.
- Rules are evaluated on every ingest against the normalized portfolio object, never against a source file.
